These searches were performed on behalf of federal and out-of-state agencies in support of investigations involving serious crimes, including homicide, human trafficking, and child sexual abuse. The Flock LPR search results were subsequently provided to the requesting officers through an encrypted file-sharing system.At the time the searches were conducted, the two WSIN analysts were unaware that sharing California LPR data with federal and out-of-state agencies is prohibited. The Western States Information Network (WSIN) is committed to ensuring that all access to and use of LPR data obtained through theNorthern California Regional Intelligence Center (NCRIC) complies with applicable California law, including the provisions of SB 34. WSIN recognizes the importance of adhering to the same standards governing the access, use, and dissemination of LPRinformation through NCRIC's account access. Accordingly, WSIN has implemented updated internal policies and procedures prohibiting the sharing or dissemination of LPRdatawithfederal agencies or out-of-state law enforcement agenciesexceptwhereexpressly authorized by applicablelawandNCRICpolicy.WSIN personnel have been advised of these requirements, and compliance measures havebeen implemented to ensure adherence going forward.
