CalTrans has notified us that the local agency in this case the City has to actually file the CEQA Exemption with the California Clearinghouse. EBI has completed the CEQA Notice of Exemption (NOE). Wehave submitted therequest toEBl(environmental consultant)to prepare and submit the CEQA exemptiononBenicia’sbehalf.EBlsaid itwouldtakeabout 2-3weekstopreparetheexemption application. Once it is prepared, they then have to post the CEQA exemption application to the California State Clearinghouse for 30 days to allow other agencies to review and comment if they have any concerns.Once the30days isup,EBl will produce a CEQAexemption document thatwewill then review. CalTrans has informed us that the CEQA report has to be done in the City’s name.
