Flock permitting is working to address the comments from CalTrans, including the NEPA requirement. Flock’s permitting team met with the consulting firm EBl to review the NEPA (National Environmental Protection Act) and CEQA (California Environmental Quality Act) requirements for the Policy exception from CalTrans D3. CalTrans has informed us that the CEQA report has to be done in the City’s name. We will need confirmation from your City’s public works that theywouldlikeEBl todotheCEQAreportoriftheCitywouldliketodo thereport as it will bein their name.

Could you please advise if your public works will do the CEQA report or if weshouldaskEBltoproceedontheCity’sbehalf? Please let me know if you have any questions.
